EMC (CU TR 020/2011)

Technical Regulation of the Customs Union 020/2011 “Electromagnetic compatibility of technical equipment” was adopted by the CCU Decision No 879 on December 9, 2011, and came into force on February 15, 2013.

Scope of regulation

The CU NR 020/2011 applies to the technical equipment released into circulation within the common customs territory of the EAEU and can cause electromagnetic interference and (or) the operational quality of which depends on external electromagnetic interference.

Obligatory CoC list

  1. Household equipment:
  • for cooking and storing food and mechanization of kitchen work;
  • for processing (washing, ironing, drying, cleaning) of linen, clothes and shoes;
  • for cleaning and cleaning of premises;
  • sanitary and hygienic;
  • to maintain and adjust the indoor microclimate;
  • for hair, nails and skin care;
  • for body heating;
  • vibration massage;
  • gaming, sports and exercise equipment;
  • audio and video equipment, television and radio broadcasting receivers;
  • sewing and knitting;
  • power supplies, chargers, voltage stabilizers;
  • for gardening;
  • electric pumps;
  • lighting equipment;
  • automatic switches with electronic control;
  • protective shutdown devices with electronic control;
  • arc welding equipment.
  1. Personal electronic computers (personal computers).
  2. Technical equipment connected to personal electronic computers:
  • printers;
  • monitors;
  • scanners;
  • uninterruptible power supplies;
  • active speaker systems powered by AC power;
  • multimedia projectors.
  1. Electrified tools (manual and portable electric machines).
  2. Electric musical instruments.

Obligatory DoC list

All electrical equipment that is not included in the list for mandatory certification (CoC list) and the list of exceptions of this technical regulation and fall in scope of this regulation is a subject to EAC DoC (Declaration of Conformity)

Exceptions of regulation

The 020/2011 CU TR does not apply to: 

  • used by manufacturers of other technical means as their components and not intended for independent use;
  • passive to electromagnetic compatibility;
  • not included in the exception products list of CU TR 020/2011

List of exception for products under TR CU 020/2011

  1. Wires, cords, cables and cable assemblies.
  2. Technical means containing only a resistive load and not having automatic switching devices, for example, household electric heaters without thermostats or fans.
  3. Electric batteries and accumulators and light equipment powered by them without active electronic circuits.
  4. Headphones and speakers without amplification functions.
  5. Protective equipment that creates transient electromagnetic interference of short duration (a lot less than 1s) as a result of operation in case of a short circuit or an abnormal situation in an electrical circuit that does not contain fuses (emergency shutdown devices) with active electronic parts.
  6. High-voltage equipment in which possible sources of electromagnetic interference are caused only by localized insulation defects (for example, high-voltage inductors, high-voltage transformers), provided that the specified equipment does not contain active electronic parts.
  7. Capacitors, for example, capacitors for power factor correction.
  8. Induction electric motors.
  9. Quartz watch (without additional functions, for example, radio).
  10. Incandescent lamps.
  11. Plugs, sockets, fuses, switches and circuit breakers without active electronic circuits.
  12. Passive antennas for receiving radio and television broadcasting.

Confirmation of conformity

The low-voltage equipment should undergo the procedure of confirmation of conformity in the forms of certification or declaration (Certificate of Conformity, Declaration of Conformity)
